"When this was all started the state stood up and said this is how we're going to utilize the funds - this will be the process for distributing the funds. And now to have carried through on that promise, I think, is very positive. It's something we can point to as elected officials and say, it's working just as we hoped it would - just as we said we think it will. I think that's positive. I think the more of that we can do in government the better off we are.

One thing that I like about this process is it's certainly citizen driven. They make a very, very concerted effort to reach out across the state and try to get a good understanding of what communities and citizens are looking for in terms of the environmental allocations and that's, in my judgment, enormously important.

Environmental issues are very important, but the reality is we spend a lot of time trying to keep state government going and the extras never get funded. The Environmental Trust allows us to be on the cutting edge in some areas, do a little bit more than we could otherwise do through a state budget process. So, from that standpoint the projects that you see listed every year probably would not be funded otherwise."
